The Vahishta Foundation was an organisation from the Haven Demarchy whose representatives visited Turquoise aboard the lighthugger Voice of Evening. This occured roughly a century after the last visit from a lighthugger, the Pelican in Impiety.
The members of the Vahishta Foundation claimed to have arrived to the ocean-dominated planet to join in the research efforts of local settlers aimed at the Pattern Jugglers inhabiting the oceans.
However, the true nature of the organisation was eventually revealed to be merely a front for another organisation, with very different intents for Turquoise and its colonists.
